Let's start. Open image:
Apply Image ? Adjustments ? Curves (ctrl+m) to correct the colors.
That is what we've got:

To change the eye's color we have to picture on a new layer several circles, using Ellipse Tool. (Use the fast button on the Layers window to create a new layer).
Apply to this layer Filter ? Blur ? Gaussian Blur.
Change the layer's type on Overlay.
Fairy Night Effects - 2 Insert the grass and several trees along the lower edge. I used two kinds of ready brushes for this.
Represent the design now, which will be situated inside the eye. I combined a ready design and a butterfly's picture. To separate the butterflies from the background they are situated, just mark them out with Polygonal Lasso Tool and cut them out with Edit ? Cut (ctrl+x). Insert them on a new layer: Edit ? Paste (ctrl+v).
The butterflies need to be discolored: Image ? Abjustments ? Desaturate

Make up now a design with a ready brush and butterflies. Copy the layer and apply Filter ? Blur ? Gaussian Blur. Merge the blurred layer with that one where it is situated the design itself, applying Layer ? Merge Down (ctrl+e). Change the layer's type on Multiply.
Take a sky's photo now.
Fairy Night Effects - 3 Make it darker and contrasting, using Image - Adjustments ? Curves (ctrl+m)
Cut it out along the eye's line with Polygonal Lasso Tool.
Change the layer's type on Multiply. Take a ready brush now, imitating the marble veins and cover the entire picture with it. Cut the eye's orifice.
Change the layer's type on Soft Light. Take the next instrument: Brush Tool and picture with it many points of different sizes.

Apply to this layer Filter ? Blur ? Blur. Copy it several times and blur out each of them, setting different radius with Filter ? Blur ? Gaussian Blur.
Then apply to each of the new layers one more filter: Filter ? Blur ? Motion Blur. Merge all the layers that we've got, making use of the next command: Layer ? Merge Down (ctrl+e).
Add the same way in some places several stars' accumulations.
